Legally, the reason for a particular type of workplace surveillance must be more important than an employee's expectation of privacy to be legally permissible.(1) What you are asking smacks of workplace bullying. Where this actions targets a protected group—you target groups because of their race, sex or physical disabilities—there are extant laws to protect them.
However, just because the group being targeted lies outside these legal ambits does not mean you can entirely escape the law. Stress-related Workman’s Compensation claims and lawsuits for intentionally inflicted emotional stress have been successfully adjudicated on behalf of the plaintiff.(2)
