Executive Order 12333, signed by President Ronald Reagan, not only expanded the scope of intelligence collection, it also reemphasized proscription on assassination by U.S. intelligence agencies: “No person employed by or acting on behalf of the United States Government shall engage in, or conspire to engage in, assassination.”(1)
